AFRL/XPPI Foreign Affairs Specialist / Program Manager Must have an Active Secret Clearance We are seeking a Program Manager to support the HQ Air Force Research Laboratory
Responsibilities:
Exhibit and apply knowledge and experience in program management philosophy policies and procedures to DoD, AF, and other Services systems, subsystems, equipment procurement activities, post award project/program management tasks, and acquisition programs throughout their lifecycles.
Apply a full range of program management philosophy, policies, and procedures to perform a wide range of acquisition management activities in support of the existing and future AFRL programs.
Exhibit an understanding of current DoD and USAF acquisition regulations, guidelines, and processes.
Establish, engage, and maintain regular contact with Partner Nation counterpart Action Officers, Military and Defense S&T Research Entities, U.
S.
Embassy, SAF/IA Action Officers, and the Office of the Secretary of Defense.
Process Partner Nation Foreign Visit Requests of visiting delegations and provide needed administrative support.
Coordinate within AFRL for AFRL S&E interest in new project proposals and draft elements of Project Arrangements (PAs) for SAF/IA review.
Coordinate and forward PA packages to SAF/IA.
Develop and collect appropriate background information and programmatic documents to prepare Leader for engagement with Foreign Partners.
Support the development of executive summary/briefing for meetings and travel with Foreign Partners.
Ability to escort General Officers Support GO and senior leader hosting of foreign partner nation delegations to include selecting of appropriate venues and planning for lunches, refreshments, and official dinners.
Direct/guide S&Es to Foreign Disclosure Office to request foreign disclosure to Foreign Partners for proposed topics/projects and supporting documents.
Develop GO level communications for Partner Nation engagement based upon appropriate guidance.
Coordinate within appropriate offices for GO level travel planning and scheduling, including country specific requirements including protocol and cultural standards.
Coordinate with interested S&Es for exploratory meetings and develop portions of required documents.
Support GO and S&E during CONUS/OCONUS travel.
Must be able to travel to India.
Exhibit knowledge with the International Armaments Cooperation (IAC) process that is led from OUSD (A&S) and managed from SAF/IAP for the USAF.
The process uses Research, Development, Test and Evaluation (RDT&E) Memorandum of Understanding (MOU) with Partner Nations in order to develop, approve, and enable desired project collaborations with allies and partners.
Understanding and ability to troubleshoot Passport / Visa Issues including Business Visas Understanding of Geopolitical environment with India preferred.
Other duties as assigned.
Qualifications:
Must have an active SECRET security clearance Four (4) years of experience, two (2) of which must be in the DoD.

$95,000.
