recruitment, on-boarding, retention, staff development & certification, performance management, classification & compensation, benefits, Family & Medical Leave, workers' compensation & transitional work, ADA/reasonable accommodation, employee relations, discipline, etc.
).
Supervises and directs the work activity of direct reports in a primarily remote work structure (e.
g.
assigns & ensures completion of work activities, provides direction and assistance, defines employee and team goals, completes performance evaluations, initiates disciplinary action, approves leave requests, reviews and approves payroll, promotes teamwork and efficiency, ensures training and development, maintains open lines of communication with employees, etc.
).
Provides technical advice & training on Human Resource matters to the Superintendent, administrative & Board staff (i.
e.
interprets civil service laws & rules, and explains policies & procedures, resolves complex Human Resource issues, coordinates matters related to litigation).
Provides direction & advice on performance & disciplinary matters, conducts investigations, prepares reports & orders; serves as agency representative at hearings & appeal meetings.
Reviews employee performance evaluations from supervisors & approves on behalf of the Superintendent.
Participates in new employee orientation; Determines placement on pay bands for new hires, promotions, reclassifications, new positions within scope of authority.
Reviews personnel action requests (i.
e.
hiring, separations, position change, administrative leave, discipline, leave of absence, etc.
).
Attends monthly Board of Directors' meetings & serves as Board Policy Committee liaison (i.
e.
presents policies for review & approval & addresses Policy Committee feedback; prepares & submits motions for position creation, changes, abolishment, etc.
); Reviews compensation plan, individual positions & proposes changes; Prepares departmental budget for review & assists with agency-wide budgeting process related to personnel matters.
Assists with long range planning (e.
g.
succession planning, etc.
).
Develops and/or assists in development of Board policies & procedures.
Ensures all Human Resources related policies & procedures are updated & compliant with applicable federal, state, local laws/rules.
Minimum Qualifications Bachelor's degree in Human Resources, Management, Business or Public Administration required.
Five years' experience in managerial level human resources position which included supervision of direct reports.
Must be able to provide own transportation to report to various work locations.
Preferred qualifications Master's degree in Human Resources, Management, Business or Public Administration Knowledge of Ohio County Board operations per ORC 5126 TeleworkWork will be completed both in person and via work from home.
Reliable internet service is required.
