Administrative Officer

Major Duties include but are not limited to:
Provides and assists in overall management for the Dental Service; responsible for all administrative functions within Dental Service Provides recommendation, information and/or guidance to staff on basic procedural, policy and/or regulatory requirements related to HR such as Staffing, Classification, Benefits, Awards, Employee and Labor Relations (ER/LR). Responsible for planning, directing, and managing the Dental Service staff and the Advance Education in General Dentistry (AEGD) Residency Program. Conducts detailed analyses of complex functions and work processes including:
Examination of production standards; past, present and programmed workloads Nonproductive time; and deviations from standards to determine validated staffing requirements function studied. Provides assistance for the budgeting and financial management for the Dental Service. This includes:
budget formulation justification, and execution financial management financial reporting Manages procurement and contracting for the Dental Service. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Interprets administrative policies, develops and implements local policies, defining administrative requirements, and/or providing advice to top management on related issues Provides assistance for the budgeting and financial management Provides ongoing training and assistance to new and incumbent personnel regarding service policies/procedures Organizes and coordinates data relative to required statistical reports, daily, monthly, yearly reports and special actions Ability to recognize and analyze problems, summarize results and make appropriate recommendations to service leadership Gathers and analyzes data from DSS; Monitors VISN 10 and VACO quality/productivity initiatives/metrics Serves as the Service application coordinator (ADPAC); assign appropriate VISTA, CPRS, etc. access to staff Counsels management personnel regarding developing, maintaining and improving management methods and procedures Responsible for the execution of the HR administrative management responsibilities related to the accomplishment of the mission. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
