Program Support Assistant

Provides administrative and technical support for the VA REDI Center American Heart Association BLS/ ACLS RQI facility wide training program, online competency management systems, and other programs which are under the Education Section. Provides logistical management; initiates orders for educational materials required for the classes and for the safe storage and rotation of these supplies and other material functions. Maintains reserve material for contingency planning; control levels and accountable records and conducting inventories; makes recommendations to the AO and Chief of action needed to maintain programs; inspects and evaluates material in the supported programs; reviews orders to verify their need and ensures appropriate funds are available; ensures the Service adheres to reporting requirements at all levels; develops status report or response materials for the AO and Chief for his/her attention, review, or signature. Performs duties associated with the online competency management systems, the BLS/ACLS RQI database, and Education record keeping requirements. Enters new employees into the online competency management systems, assigns required mandatory trainings, updates systems when employees resign, ensures all aspects of the system are operational. Monitors employee assignment completion for time limited offerings. Recommends purchase of additional seats for unit specific programs when initial quota of purchase seats has been met. Maintains the master database for the unit specific competencies, identified for the year. Maintains the BLS/ACLS database. Updates the database after each BLS/ACLS class. Provides an annual BLS/ACLS status report. Responds to telephone and or electronic questions about card expiration date, class dates and registers staff for classes. Maintains BLS/ACLS records in accordance with the REDI Center American Heart Association requirements. Functions as the TMS administrator for the Service. Performs TMS administrative duties and functions as a TMS expert. Enters new employees into the TMS system, assigns required mandatory trainings, updates system when employees resign, ensures all aspects of the system are operational. Monitors employee assignment completion for time limited offerings. Troubleshoots TMS problems, resets TMS passwords, completes required documentation to have educational classes put in the TMS system. Serves as a mentor and educator for other staff assigned as TMS administrators. Serves as the fund control clerk for multiple Service fund control points. Is responsible for completing the Attachment A documents to procure services or equipment that require the contracting process. Maintains awareness of and information about available resources for the Service in order to react to changing situations; makes timely recommendations to the AO and Chief regarding needs; monitors Service fund control points to ensure the accounts are within authorized levels; gathers and analyzes budget needs and monitors all phases of budgeting within administrative requirements; responsible for formulation and execution of budgeting within administrative requirements, annual budget of supplies, equipment, and all other general operating expenses. Determines the best purchasing and payment method to utilize; i.e. purchase order, IMPA purchase card, etc.; decisions regarding procurement methods are made in accordance with Federal Acquisition Regulation (FAR) and VA Acquisition Regulations (VAAR) for completion and formal advertisement considering mandatory resources and required socio-economic goals established by the Office of Small and Disadvantage Business under the VA Secretary. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to the GS-6 level. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Program Support Assistant, and that is typically in or related to the work of the position. Examples of specialized experience may have been gained in a Clerical or Administrative Support environment and include:
providing administrative support, operating a personal computer, using a computer to process and analyze data, sorting and processing incoming correspondence, coordinating with others between various units and offices to accomplish work related projects, analyzing work flow to determine potential problem areas and making recommendations to correct, proofreading documents for grammatical errors, notifying others of pending appointments and meetings, and advising others on processes or procedures. Physical Requirements:
The work is primarily sedentary however may involve periods of walking and stair climbing, bending, stooping, or standing to observe work operations, carrying light weight office equipment and supplies, and traveling to partner affiliates. Computer and IT as well as phone system use required on daily basis. Work is typically performed in an adequately lighted and climate-controlled office, may require occasional travel. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
