PROCUREMENT ANALYST

In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
I have a bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note:
You must attach a copy of your transcripts.) OR I do not meet the education requirements above. However, I am either (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. SPECIALIZED
Experience:
Applicants must have (or will have) at least one (1) year of specialized experience equivalent to the (GS-13) or higher grade (or equivalent in an alternative pay system) in Federal service within 120 days of the closing date for this announcement which includes administering procurement programs to meet command mission; reviewing complex and non-complex contracts for procurement of service contracts; analyzing procurement issues to take corrective action; researching and/or interpreting policies related to contracting and/or acquisition; extracts data derived from multiple sources to prepare monthly, quarterly or annual reports; assisting internal and external customers with the development procurement packages. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge and ability to apply government and agency specific acquisition procedures. requirements. regulations, and policies related to specialized experts in the work of the unit. 2. Mastery knowledge and ability to apply negotiation techniques. business practices and market conditions to program and technical requirements. 3. Ability to apply experimental approaches and new developments to the resolution of complex contracting problems and issues. 4. Ability to recognize and analyze problems, conduct research. summarize results and make appropriate recommendations. 5. Ability to self-initiate and lead teams. 6. Skill in effective communication, both orally and in writing. PART-TIME OR UNPAID
Experience:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK
Experience:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
